The proposed rule by the Centers for Medicare & Medicaid Services would reclassify placental skin grafts, donated human tissue used to treat non-healing wounds, as “supplies” like bandages and gauze, a change that could slash Medicare reimbursements by up to 80% and threaten access for thousands of chronic wound patients, according to physician-led provider Rebirth Advanced Healing.

Medicare spending on skin substitutes rose from $256M in 2019 to $10B in 2024, prompting DOJ investigations into fraud and overuse. But responsible wound care providers, like Rebirth Advanced Healing, warn that the proposed cuts swing too far, punishing ethical clinics and patients alike.

“Yes, pricing needs reform. Yes, oversight is essential,” Mason added. “But calling these grafts ‘supplies’ devalues the science, and the donated gift of life, that heals. That’s not a bandage. That’s a miracle. Biologics are not bandages. Grafts are not gauze.”
