Don’t Let Medicare Mislabel the Science and Miracle of Life That Heals Chronic Wounds.
Medicare has proposed a major change to how much it wants to pay for skin substitutes, the advanced biologic treatments made from donated placental tissue used to heal chronic wounds.
Today, these grafts are classified as biologics and reimbursed accordingly. Under the proposed rule (CMS-1832-P), they would be classified as “supplies,” and reimbursements would be slashed by up to 80%. If approved, changes would go into effect on Jan. 1, 2026.

Let’s be clear: Fraud exists in the wound care industry. A handful of companies and providers have unfortunately abused the system, driving up costs and undermining trust. We recently wrote about it, here.
But this proposal risks swinging the pendulum too far in the other direction.
✔️ Yes, pricing needs to be fixed. Graft manufacturers shouldn’t be allowed to name their price and exploit the system.
✔️ Yes, providers must be held accountable, starting with physician ownership and oversight.
✔️ Yes, patients deserve access to evidence-based care, with clear clinical standards for when and how grafts are used.
❌ But calling these biologic grafts “supplies” is wrong. A baby donates tissue that helps a grandmother keep her leg. That’s not a “pricey bandage,” as the media has described it. That’s a miracle.
